In Mexico, every licensed profession, actuarial science included, is regulated by the Secretaría de Educación Pública (SEP, Ministry of Public Education) through its Dirección General de Profesiones (DGP, General Directorate of Professions). The SEP issues the cédula profesional (professional license), maintains the National Registry of Professionals and, since 2026, issues the new Constancia de Situación Profesional (Professional Status Certificate).
How many actuaries are there in Mexico?
Actuarial science is a relatively small profession, but one that keeps growing steadily. These are the most recent official figures, based on the SEP's records of professional licenses:
In March 2020 there were 11,644 actuaries holding a cédula profesional, with an almost perfect gender split (50.65% men and 49.35% women). By March 2024 the figure was around 11,700 licenses. Because not every graduate applies for a license, CONAC (Colegio Nacional de Actuarios) estimates that close to 16,000 actuarial professionals are in practice.
The Actuarial Technical Advisory Commission
The Dirección General de Profesiones relies on Technical Advisory Commissions, one for each profession, made up of representatives of the professional colleges and the wider professional community. For actuarial science, the Comisión Técnica Consultiva de Actuaría (Actuarial Technical Advisory Commission) is the body that advises the SEP on matters specific to the profession.
What does the Actuarial Advisory Commission do?
- Advises the Dirección General de Profesiones on the professional certification of actuaries.
- Monitors the continuing education and professional development of the profession.
- Gives its opinion on curricula, standards of practice and recognition of the profession.
- Connects the SEP with the Colegio Nacional de Actuarios (CONAC) and other bodies of the profession.
The SEP formally installed the Technical Advisory Commissions, including the one for actuarial science, alongside architecture, economics, accounting, engineering, medicine and others, to address the certification and continuing education needs of each discipline.
Technical Advisory Commissions (SEP) ↗The actuary's cédula profesional
The cédula profesional is the document the SEP issues to certify that a person has completed and graduated from the Licenciatura en Actuaría (bachelor's degree in actuarial science), and it authorizes them to practice. It is permanent. It is applied for, and looked up, in the National Registry of Professionals.

- Lets you look up licenses by name and verify their validity.
- Many jobs and certifications (for example, serving as the responsible actuary before the CNSF, the National Insurance and Surety Commission) require a valid license.
Professional Status Certificate New in 2026
In 2026 the SEP launched the Constancia de Situación Profesional, a digital document that works as an "official CV" and gathers and verifies the information associated with the cédula profesional. It does not replace the license, which remains permanent; it complements it to make verification easier.
